The current Fire Regulations are based on typical European Law and this means that every company, business, school or retail outlet is responsible for its own fire safety. Previously a fire officer would visit and tell you what you had to do. If you complied with their advice then you would not be held responsible for any serious incident.
Under the current regulations you are responsible for everything including training personnel, maintenance of fire equipment, records of risk assessment and maintenance and Health & Safety signage.
The most worrying aspect is that in the case of a serious incident there could be an investigation and if you were found to be negligent in one or more areas you could be prosecuted.
